測繪資質證書實際上就是指企業有能力完成一項工程的證明書。測繪企讓坦業應當按照其擁有的注冊資本、專業技術人員、技術裝備、質量保證體系和健全的管理制度等資質條件申請資質，經審查合格，取得相應等級的資質證書后，才可在其資質等級許可的范圍內從事測繪活動。否則不得從事該領域的經營活動。

《測繪資質分類分級標準》是中華人民共和國自然資源部辦公廳修訂發布測繪資質管理PPT的標準測繪資質管理PPT，重新對測繪資質管理作出政策規定。一、本標準分為通用標準、專業標準兩部分。凡申請測繪資質的單位測繪資質管理PPT，應當有法人資格，并同時達到通用標準和所申請專業類別的專業標準要求。

取得乙級測繪資質的測繪單位應在專業標準規定的作業限制范圍內從事測繪活動,甲級測繪資質無作業范圍限制。

二、申請單位應當提交下列材料的原件掃描件，并對申請材料實質內容的真實性負責測繪資質管理PPT：

（一）法人資鍵正格證書。

（二）符合專業標準規定的專業技術人員身份證及依法繳納社會保險的材料,退休的專消亮碰業技術人員的退休材料和勞務合同測繪資質管理PPT；測繪專業技術人員的學歷證書和職稱證書，測繪相關專業技術人員的學歷證書或職稱證書。

測繪資質的業務范圍包括什么？

國家現行測繪資質管理規定將測繪資質分為12個專業。不同專業對人員儀器設備有不同的要求，以丙級工程測量專業為例：

一、通用標準：

1、具有獨立法人資格，丙級測繪單位注冊資金不低于100萬元；

2、辦公場所：丙級不少于80平方米；

3、質量管理：丙級測繪正和單位應當通過ISO9000系列質量保證體系認證或者通過設區的市（州）級以上測繪行政主管部門考核，丙級測繪單位配備專門質檢人員；

4、檔案和保密管理：有健全的測繪成果及資料檔案管理制度、保密制度和相應的設施：有明確的保密崗位責任，與涉密人員簽訂了保密責任書；

5、檔案管理考核：丙級測繪單位應當通過設區的市（州）級以上測繪行政主管部門考核，取得通過考核的證明文件；斗清拆

二、工程測量丙級標準：

7、測繪設備：

（1）GPS接收機3臺（5mm+1ppm精度以上）；

（2）全站儀3臺（其中2秒級精度以上不少于1臺）；

（3）水準儀2臺（S3級精度以上）；

（4）A1幅面以上繪圖儀1臺。
